How usage is counted
The real unit is a tracked position = keyword × search engine × location. If you track one keyword across two search engines and three cities, that's six positions. This approach reflects the actual number of queries, so your plan limits precisely mirror the cost and you always know how many positions you have left.
A shared result cache also saves repeated queries for the same keyword, making tracking efficient.
